Technically yes. Registering in ward is registering your business transaction and the payment of registration and renewal in ward office s done. Charge differs accordingly. In IRD however, you shall not pay anything for registration unless you hire someone to register. Later Income tax has to be paid in IRD itself.

According to the existing business related laws of Nepal, you have to compulsorily register your domestic business with the Ward office. And you will not be able to run the business without registering pan with the Inland Revenue Office for the operation of the financial transactions of the business. If you have to pay for the registration of business in that local body of revenue, then you do not have any fee for PAN registration. However, taxes and fees have to be paid on the basis of transaction.
