कानुन त छ । सर्वोच्च अदालतले गृह मन्त्रालय र नेपाल सरकारका नाममा आदेश पनि जारी गरेको छ । तर जिल्ला प्रशासन कार्यालयले केही सिफारिसहरु खोज्छ, खोजेको सिफारिस दिन सकियो भने बन्छ नभए फेरी अदालत तिरै धाउनु पर्छ ।
