I just had a child and the ward office is sayiung they need tax papers to make birth certificate of the new born child. I do not have tax papers as the property is in my father's name and he is not willing to pay taxes or give me papers topay taxes. What is the workaround in this case?

I think, principally and legally, there is no need to submit tax clearance certificate of the tax paid to local municipality or rural municipality pursuant to National ID Registration Act 2076 B.S. However, the local government has been using tax certificate as a tool for collecting the taxes.

Local Government Operation Act 2074; (section 13) the mucipality or rural municipilaty are given authority of civil registration so that other procedures, including tax clearance certificate, may be prescribed thereof for civil registration.
