Nepal Introduces ICT Minimum Standards for All Online Business Platforms

Kathmandu, Jan 11, 2026 — The Government of Nepal has announced that all online business platforms must now follow Information and Communication Technology (ICT) minimum standards under the country’s new e‑commerce guidelines. This move aims to make online shopping safer, more transparent, and trustworthy for consumers.

The new rules apply to all businesses that sell goods or services online — whether through dedicated e‑commerce websites or social media platforms like Facebook, Instagram, TikTok, and WhatsApp. Even international platforms serving Nepali customers will need to appoint a local representative to comply with these standards.

What Businesses Need to Do

The ICT minimum standards require platforms to:

  • Protect customer data with proper security measures and encryption.

  • Use approved digital payment methods so transactions are safe and reliable.

  • Issue clear electronic invoices for every sale.

  • Avoid misleading pricing or advertising and ensure all product information is accurate.

  • Set up a system to handle customer complaints efficiently, with escalation options to government authorities if needed.

All existing online platforms must now register on the government’s e-commerce portal and provide documents such as business registration certificates, proof of domain ownership, tax compliance certificates, and privacy policies. Platforms must also undergo system audits to confirm they meet the ICT requirements.

Businesses that do not register or comply within the given time frame risk having their operations suspended. Authorities are encouraging all platforms to prepare and update their systems as soon as possible.

Why This Matters

The government says these standards are essential to protect consumers from fraud, ensure safe handling of data, and create fair competition among online businesses. For sellers, following these rules may require extra effort and investment, but it will also help build trust with customers and strengthen the credibility of their platforms.

As Nepal’s digital economy grows, compliance with ICT minimum standards is expected to become a key factor in the success and reputation of online businesses.
